NOTICE OF BID REQUESTS

Notice is hereby given that the Dingman Township Board of Supervisors will accept sealed proposals until 2:00 p.m. on July 6, 2021, and opened during their meeting on same date commencing at 7:30 pm for the following:

Application of Reflective Pavement Markings: 163,000 lf of 4” double yellow centerline and 120,000 lf of 4” white sidelines on various Township roads (quantities are approximate).  Work to be completed by August 31, 2021.

Bid Proposals must include a Bid Bond with sufficient surety in the amount of ten percent (10%) of the total minimum amount of the bid, and MUST be submitted on forms supplied by the Township in a sealed envelope clearly labeled “2021 Line Painting Bid”, and will be accepted in person or by mail at the Dingman Township Municipal Building, 118 Fisher Lane, Milford, Pennsylvania, 18337, (570) 296-8455.

The Township reserves the right to reject any or all bids, either in full or in part.  The successful bidder shall provide, within fifteen days of Bid Award: (a) proof of workers compensation insurance and liability insurance in an amount acceptable to the Board of Supervisors; (b) a bond guaranteeing performance of the contract and warranty with sufficient surety in the amount of fifty percent (50%) of the contract; and (c) a bond guaranteeing the prompt payment for all materials furnished and labor supplied or performed in the prosecution of the work hereunder with sufficient surety in the amount of fifty percent (50%) of the contract amount, & shall provide that every person, co-partnership, association or corporation who, whether as subcontractor or otherwise, has furnished material or supplied or performed labor in the prosecution of the work & who has not been paid therefore, may sue in assumpsit on said additional bond in the name of the Township for his, their, or its use and prosecute same to final judgement for such sum or sums as may be justly due him, her, them or it and have execution thereon, provided, however, that the Township shall not be liable for any costs of suit.  Upon failure to provide said bonds, the award shall be void.

ADVERTISEMENT FOR BIDS

Receipt of Bids: Sealed Bids on forms prepared by the Engineer will be received by Dingman Township, until 12:00 P.M. (local time) on 15 July 2021, for the Van Auken Hill Road Culvert Replacements: East and West Locations in accordance with the Drawings, Specifications, and other Contract Documents prepared by McGoey, Hauser and Edsall Consulting Engineers, D.P.C., 111 Wheatfield Drive, Suite 1, Milford, Pennsylvania 18337. 

Bids will be publicly opened and read at 12:00 P.M. (local time) on 15 July 2021 at the Dingman Township Municipal Building, 118 Fisher Lane, Milford, PA 18337. 

The Information for Bidders, Drawings, Specifications and other Contract Documents may be reviewed and obtained at the offices of McGoey, Hauser and Edsall Consulting Engineers, D.P.C., on Mondays through Fridays between 8:00 am and 4:30 pm, at 111 Wheatfield Drive, Suite 1, Milford, Pennsylvania, (570) 296-2765, becoming available on 25 June 2021.

Digital copies of the Contract Documents will be available on 25 June 2021 and may be obtained online as a download for a non-refundable fee of Fifty Dollars ($50.00) upon payment with a check made payable to the McGoey, Hauser & Edsall, D.P.C. by a secured Dropbox Link by contacting the office of the Engineer at (570) 296-2765 or by email at mhepa@mhepc.com.

Digital copies via flash drives are also available via Federal Express upon written request to the Engineer and upon pre-payment of the sum of $50.00 made payable McGoey, Hauser & Edsall, D.P.C.  Documents will be forwarded via Federal Express for an additional fee made payable to McGoey, Hauser & Edsall, D.P.C. of $50.00 ($20.00 Handling Fee and $30.00 Shipping Fee).   Shipping fee will be waived if recipient’s Federal Express account is utilized.

Only those persons whose name and address are on record of having obtained the Contract Documents will be permitted to bid and issued the Addendums, if any. 

Complete hardcopy sets of bidding documents are available upon special request for an additional fee.

Each bid shall be accompanied by an acceptable form of Bid Guarantee in an amount equal to at least five (5) percent of the amount of the Bid payable to Dingman Township as a guarantee that if the Bid is accepted, the Bidder will, within fifteen (15) days after the award of the Contract, execute the Contract and file acceptable Performance and Labor and Material Payment Bonds and Certificate(s) of Insurance.

OWNERS RIGHTS RESERVED:  Dingman Township hereinafter called the Owner, reserves the right to reject any or all Bids and to waive any informality or technicality in any Bid in the interest of the Owner. 

STATEMENT OF NON-COLLUSION:  Bidders on Contracts are required to execute a non-collusive bidding affidavit. 

No bidder may withdraw his bid within forty-five (45) days after the actual date of the opening thereof.   

The Owner shall be exempt from payment of sales and compensating use taxes of the Commonwealth of Pennsylvania and cities and counties on all materials supplied to the Owner pursuant to this contract.

            VanAuken Hill Road: 988 ton 9.5mm Superpave scratch course in place, 1,483 ton 9.5mm Superpave wearing course in place, and 6,178 lf double yellow centerline with glass beads and 12,356 lf white side lines with glass beads. Prevailing Wage rates and Liquidated Damages apply.

INVITATION TO BID

Dingman Township- Maintenance Building Addition

Dingman Township Board of Supervisors are soliciting bids for an addition to the Dingman Township Maintenance Building. The following Project Description is based on information currently available.  Each Bidder should evaluate the work involved prior to submission of a proposal.  The project briefly described is:

Demolish existing lower roof portion of the Maintenance Garage.  Construction of a new 3,320 sf pre-engineered metal building addition to the existing wood pole building. The use of the addition will be a truck parking bay and office for Road Master. The addition will be a slab on grade. The interior walls shall be wood framed with plywood and gyp. board finishes. Electrical and Mechanical devices are also included.

Electronic bid packages may be obtained from Northeast Design Associates, LLC, 536 Purdytown Turnpike, Lakeville PA 18438; 570-226-4110, during normal business hours, 8:30 AM to 4:30 PM weekdays. This project shall be bid using PA State Prevailing Wage Rates. A Prevailing Wage determination has been requested from the PA Department of Labor and Industry and Prevailing Wage Rates apply to this project. The determination is included in the complete RFP. A mandatory pre-bid meeting will be held at the site on Thursday, October 15th at 9:00 AM.

Dingman Township will receive bids until 11:00 AM, Friday, October 30, 2020 at the offices of Northeast Design Associates, 536 Purdytown Turnpike, Lakeville, PA 18438. Bids received after the specified time will not be accepted. Bids will be publicly opened and read aloud at 11:05 AM on Friday, October 30, 2020. Bids may be held by the Supervisors for a period not to exceed thirty (30) days from the date of Bid Opening for the purpose of reviewing the Bids and investigating the qualifications of the Bidder, prior to the award of the Contract. The Dingman Township Board of Supervisors is expected to award the bid to the lowest responsible bidder at their November 5, 2020 meeting, reserving the right to waive any informality and accept or reject any and all Bids. Performance and Payment bonds in the amount of 100% of the contract amount shall be provided by the successful bidder within 20 days of the award. A bid bond for 10% of the bid amount shall be provided with the bid. The sealed bids must be marked “Dingman Township Maintenance Building Addition”.

Any Requests for Information (RFI) must be directed to Northeast Design Associates, LLC, and include specific identification of the Project by name.  All inquiries must be made in writing; email inquiries are acceptable.  No inquiries will be accepted after Friday, October 23, 2020 at 4:00 PM.

            The Township reserves the right to reject any or all bids, either in full or in part.  The successful bidder shall be required to furnish a bond guaranteeing performance of the contract with sufficient surety in the amount of fifty percent (50%) of the amount of the contract within twenty (20) days after the contract has been awarded.
