Plastic Tanks

 

[For purposes of this memorandum, plastic tanks will include all sewage tanks made of materials other than concrete or steel]. 

Recently we have had problems with installers attempting to use plastic tanks that are not lawful for use in Pennsylvania. Some of these tanks even had sales literature that stated they were certified for use in Pennsylvania.

DEP does not certify plastic tanks. It leaves the determination of legality to the SEO in the field.

Even if a reputable local dealer sells a legal tank, there could be installation concerns. One tank sold locally may not be installed…”where the water table is higher than the base of the tank”. Therefore, the tank may not be installed on most lots where a sandmound will be used.

Before you install a plastic tank, you must call me and inform me of the brand and size of the tank. We will then contact the manufacturer (often via the internet) to determine:

  1. If the tank is compatible with the Pennsylvania Regulations.
  1. If the tank is structurally sound and durable.
  1. The maximum depth of installation
  1. The maximum depth of installation into the water table.
  1. What, if any, special installation instructions the tank manufacturer may require.

If you install a plastic tank that is not approved by this office, you will be required to remove it and replace it with an acceptable tank.

Aggregate Certificates

The Township has experienced a couple malfunctions that were attributed to the fine material (stone dust) in septic system aggregate. We have also found installers using improper materials.

Effective immediately, aggregate certification slips will be required.

Like sand certificates, the quarry would issue the aggregate certificates. The certificates must state that the aggregate either.

  1. Meets the requirements of 25 Pa. Code §73.51(a)

                         - or-

  1. Meets PennDOT specifications found in Publication #408 (1994) Section 703 sized and graded to meet AASHTO #57 Type B quality and taken from a PennDOT certified stockpile.
